As this is a restaurant, it will undoubtedly be subject to licensing regulations. Pretty much everything you've mentioned comes under licensing requirements - so I'd get in touch with the licensing department of the local authority that they come under. If you don't already know which authority issued their license, just have a look at the copy of the license which should be on display - if it's not that's also a contravention of licensing regulations! There should be a premises reference and a license reference shown. You MAY also be able to find details of their license online on the local authority website.

The other possibility would be to contact the Environmental Health Department of the local authority - though I suspect they may just refer you to licensing?

Our first port of call would be the local authority-ours is taking an increasing interest in Periodic Inspection and PAT.

The restaurant has a duty of care as well as a legal obligation to EAWR 1989 and HASAW 1974.
