Electrical Installation Condition Report (EICR) to replace The Periodic Inspection Report (PIR). The Institute of Engineering & Technology (IET) are proposing changes to their many Parts, Chapters and Appendix of BS7671 the 17th edition wiring regulations. The proposed first amendment to the 17th Edition BS 7671 will be released on the 1st July 2011 & will come into force on 1st January 2012. As part of the new amendments to BS7671 the 17th edition wiring regulations, the IET are proposing to change Part 6 – Inspection and Testing. In chapter 61 of part 6 there are mainly editorial changes and notes added. The most notable changes to Part 6 seem to be made to Chapter 63, to take account of the change from periodic inspection report (PIR) to the new Electrical Installation Condition Report. (EICR)
Despite the IET proposing to change the name of a Periodic Inspection Report to an Electrical Installation Condition Report, I think the phrase “PIR” will long live within the industry and especially with us electricians as “EICR” does not seem to role off the tongue in quite the same way! although I suppose the new name does make more sense. I am sure this will save electricians time trying to explain to our clients and the public what a “PIR” is!
It does however amaze me how the words, Propose and proposal, are used when the published “Proposal” for the amendments of the 17th edition wiring regulations are released. I am guessing by the time we all read about these “proposals” the decisions have already be made. Therefore in my opinion, these 17th edition amendments are not “proposals” but are in reality, upcoming implementations.

At least Electricians are not manditoraly required to constantly prove their competence, like it is in the gas industry this will probably change as well, just give it a few more years.
I also feel that they should make Electrical condition reports mandatory for lanldords, as it is for gas safety certicication.
Its really fustrating for electrician for example I was in college four years ago and I was doing a written exam they they changed the GOLA. Then they changed it from the 16th Edition to the 17th Edition which I both passed. Now they've changed it again with some amendments. The officals make life easier for them not for electricians. They have to keep their job going so they make contractor's lifes harder by changing it so soon.
I know the EICR is good for people since it is simple but we have to pay for the books etc. What about the rogue electricians that still do a bad job? They are not doing anything to stop them.
We loose our jobs over this.
I'm not sure why they want to change the name . Electricians will need additional training and left with unused blank certificates or forced to pay for expense software updates . The 17th edition rolled in at the start of the finacial crash and they want to hit us for some more . I understand that the acronym EICR makes more sense to customers but the 17th provided more confusing change - direct contact to basic protection , explain that one . Your right Gazza , proposal is not the word , the IET have decided already after another one of their mass whiskey drinking session , lets hope they let me join someday .
