17th Edition Wiring Regulations

I was asked today by a customer about the wiring regulations, He asked " Why did the wiring regulations change from the 16th Edition wiring regulations to the 17th edition?"
My answer to him was to keep in line with the EU. What would you have answered to this question? What do you thing guys?
